The International Student Visa Crisis, and What It Means for UK Universities
The international student visa decline is now a structural crisis for UK higher education, here’s what the data shows and what it means for professional services staff.
The numbers are stark. Around 383,500 sponsored study visas were granted in the year to June 2026, 11% down on the previous year and a 41% fall compared with the peak in June 2023. For a sector that relies heavily on international student income, the international student visa decline is now a structural crisis, not a blip.
How we got here
The cause is policy, not demand. The January 2024 ban on most international students bringing dependants hit key markets hard, Nigeria, India, and Bangladesh were the most affected, where a significant proportion of master’s applicants were married professionals for whom the UK without their families was no longer an attractive option.
The May 2025 Immigration White Paper retained the dependants ban and reduced the Graduate Route from 24 to 18 months. New compliance rules in June, including a requirement to keep visa refusal rates below 5%, have pushed universities toward more risk-averse recruitment, particularly in growth markets.
The financial reality
International student fee income reached £12.4 billion in 2024/25, accounting for 23% of total university income. The King’s College London Vice-Chancellor has noted that every five international students support one university job. Universities UK International has warned that further tightening could cost the UK economy £5 billion annually, with some master’s programmes already reporting 90% declines in applications.
What it means for professional services
Falling international student numbers reduce income, and reduced income means hiring freezes, fewer projects, and restructuring. For teams in international recruitment, admissions, student services, and finance, this is the defining pressure of the moment. Institutions that adapt fastest, diversifying income and rethinking recruitment, will need the professional services capacity to do it.
